Rulesets are defined in version-controlled source with their citations attached, then published here and pinned to an engagement. They are not hand-entered: the Telangana corpus is 26 setback rows keyed on plot size and height plus 10 high-rise bands, each citing a specific rule — that belongs somewhere reviewable and diffable. Published versions are immutable; corrections are a new version.
